Army veteran Chris Mintz was shot seven times while trying to stop the Umpqua Community College shooter in Oregon. He displayed the same Valor by putting himself in harms way to save others that would qualify him for the Congressional Medal of Honor if it were to have taken place in a combat theater. Therfore, He should at the least be Awarded the Highest Civilian Honor.
