On May 6, 2013, Mr. Charles Ramsey, of Cleveland, Ohio, with no regard to his personal safety, assisted in the rescue of three women held hostage by criminals in a home near his for ten years.

When offered a reward, Mr. Ramsey refused this award and instead asked for it to be given to the victims.

Mr. Ramsey demonstrates courage and selflessness that reflect the very best of the United States of America. He is an unmitigated hero and wholly deserves the highest honor that the United States could bestow upon a civilian.

Wherefore we ask that Mr. Charles Ramsey, of Cleveland, Ohio, be awarded the Medal of Freedom
