Introduce a bill that mandates the passage of a budget for the next fiscal year by 1 July every year. If the legislative branch fails to pass a budget or has to resort to continuing resolutions, they should be ineligible for reelection for 1 term following.
The primary constitutional duty of congress is to pass legislation to fund the federal government. Yet every year, it seems that the legislative branch struggles to perform this basic function. Millions of taxpayer dollars and government man-hours have been wasted at the close of every fiscal year and continuing resolution just preparing for shut-down contingencies. It's time to end this waste and abuse of taxpayer funds.
