Backdate the eligibility period for the National Defense Service Medal and the Global War on Terrorism Service Medal to October 12th 2000, the day the USS Cole was deliberately attacked by terrorist. These 17 sailors killed and 39 wounded should be eligible for the National Defense Service Medal and the Global War on Terrorism Service Medal, as well as all active duty and reserve United States Military Service Members that were on duty that day. I believe this was the true starting date for the Global War on Terrorism.
