One of the main issues of the backseat exemption law is that children are being legally allowed to not wear the only safety device holding them steady in the vehicle. This law gives motive for young children to not buckle up and get injured if the vehicle gets into an accident. Seatbelts increase the survival rate of any given person by over 50%, and since wearing a seatbelt is not required, most people will be inclined to not buckle up.
