Balance the budget by 2016 without raising taxes and add a balanced budget amendment to the constitution.

The Obama Administration should cut spending starting 2013 enough to have a balance the budget in 2016. They should do this without raising taxes on anyone. They should also add a balanced budget amendment to the constitution once the budget is balanced. The reason that they should do this is to prevent the debt from getting any larger. The U.S. is $16 trillion dollars in debt. if the government spends less than it takes in than they won't have to borrow any more money.
