Balance the Federal Budget in three years.

Task Congress to balance the budget by:
1) cutting spending across the board by 10% in year one,
2) limiting growth in spending to ZERO until the budget is balanced,
3) limiting spending growth to 1/2 of GDP growth percentages until the budget is balanced, and the debt is paid off.
