A Balanced Budget Amendment

Today we face a mounting 16+ trillion debt and a 1+ trillion deficit. It is obvious that the The United States of America needs to increase its revenue and decrease its spending. The only way that the US can effectively do this is by passing an Amendment that forces Congress and the President to adopt a budget, allowing only an increase of spending with an increase of revenue. The Amendement would force Congress and the President to work together to reform the government into a more efficient system for the benefit of Americans. Furthermore, revenue can be increased in a variety of ways. Perhaps the best way is lowering tax rates, decreasing short-term revenue, but allowing for long term growth through enterprise and free markets.
