Balanced Budget Amendment to the Constitution. Spend less than is received in federal tax revenue each year.

I propose an amendment to the constitution or law stating that the federal government can not spend more money than it received each year.

Coupled with this proposal, I add that we pay off the national debt at a rate of 5% of the current balance plus interest each year for the next 20 years.
