Balanced Budget Amendment to the Constitution

Without a formal declaration of war by a minimum of 90% Congressional Vote, the federal government shall operate with an annual balanced budget, set by Congress not later than the 9th month of the prior Fiscal Year. Current and future budgets must include a 10% portion to be used to reduce Prior Deficits, while still maintianing a balanced budget. Failure to pass such budgets on time shall be deemed malfeasance and all members of Congress, The Executive Branch of Government, the Judical Branch of Government and their aides, shall continue to serve without pay, until such acts are corrected
