Balanced budget constitutional amendment

Governments throughout the United States including federal, state and municipal have not proven to be responsible with their finances. Municipalities have declared bankruptcy while others are severely in the red. School districts and many other state sponsored services have equally abused their responsibility. Government has proven itself not to be responsible and sufficiently accountable to the people which they serve. Citizens are required and expected to maintain their finances the government should be held to the same standard, if not higher.
