Ban adoption agencies from discriminating against same sex couples who are either married or bound by a civil union.

The process of adopting a child is difficult. However, the process is even more tenuous for same-sex couples because adoption agencies are allowed a certain amount of discretion on who is a proper candidate. Couples who apply and are qualified candidates to adopt should not have to worry about being in a same-sex relationship. So it should be banned and deemed unethical for adoption agencies to use sexual orientation as a reason to not award couples with a child.
