Ban people from owning aggressive breed animals in areas close to other residential property. Make it illegal to have such animal in less than 5 acres and require a secure fenced in area as well as training and certification on how to handle such animals. Breeds such as pit bull should also be euthanized immediately if found roaming freely in all municipalities.
