Ban all animal circuses

Please ban all circuses that use animals. The animal welfare act is not enough to protect animals. Ringling Brothers was fined $300,000 last year for violating the Animal Welfare Act. They routinely beat, tortured, and abused their animals yet their circus was not shut down. All they got was a fine. There is no reason to have animals in circuses and it should be illegal under all circumstances. Many other countries have already banned animal circuses. Animals belong in the wild or in zoos, not in circuses.
