Ban all personal transportation devices and/or vehicles that have a curb weight exceeding 4,500lbs. They are unnecessarily dangerous and damage the environment. Many vehicles that can carry 8 full grown humans weight under that mark. In addition to the horrific capacity to occupant rate found in America, possibly make an exception to the law if it always has four or more people in it to force carpooling those already on the road that violate the curb weight limit. For low income families start a buy back program for those earning less than 60,000 a year so they can afford to get lighter and safer transportation.
