Nuclear war has the potential to destroy all life on Earth. Even nuclear strikes on non-nuclear powers pose the threat of normalizing nuclear warfare, thus increasing the risk of a global catastrophe.
The power to start a nuclear war should not be left to the caprice of politicians or a mania of political opinion. Instead the United States should show its commitment to peace by passing an amendement forbidding the offensive or preemptive use of nuclear arms.
The use of nuclear weapons in retaliation or response to an enemy nuclear strike, will not be abridged. We recognize the necessity of maintaining the nuclear arsenal as a deterrent to hostile states. But the United States should be the first to declare that it will never be the instigator of a nuclear war.
