Ban all for profit prisons. This creates a demand for prisoners and helps police further "achievement goals" aka quotas.

This also makes strong incentives for police to actively seek out people to harass and extort into admitting crimes that they did not commit. Police are told that they must meet "achievement goals" or they dock their pay or could be fired. Nearly every city in the US demands that cops go out and actively search for anything they can find. Often times when nothing can be found they will still issue citations because citizens work and cannot miss it by going to court and would rather just pay the fine. Corporations running prisons demand they are filled to a capacity or charge high fees which cost the taxpayers even more money. 50% of our population is in prison. Look at other countries prison population.
