Too many dogs and cats are killed and abused because of over breeding and puppy mills. Let's ban all puppy mills and ban dog and cat breeding except for breeders who care. Require all dog cat breeders to have a license and regular inspections for clean, caring homes. Allow a breeder to have only a few breeding pairs and care for them properly. This will cut down tax money, and stop the needless killing of good pets.
