It is unfriendly Act. It is anti-Russian Act. "Magnitsky Act" is completely ineffective. The Act replaced the US Jackson-Vanik amendment, which dated back to the Cold War. US had replaced one anti-Soviet law with another anti-Russian law. US had its own human rights abuse to address, pointing to mistreatment of prisoners at Guantanamo in Cuba and Abu Ghraib in Irag.
