Ban any and all cell phone usage while operating a motor vehicle.

With innocent people being killed and severely injured as a result of others need to text message and use their cell phone while driving, it is time to ban any such activities while operating any motor vehicle. There are no good excuses for allowing this to continue. Vehicles were operated for decades without texting while driving and as vehicle operators we all have a responsibility to others on the road.
