Ban any and all "riders" in both federal and state legislation

For years riders in bills have done nothing but hinder the progress of our country and we demand action. These riders are used to take advantage of the unwillingness to veto a bill, or cause a bill to be vetoed or voted upon negatively. We've seen how they have a negative impact, especially with the most recent budget bill including items like purchases of the failing f-35 fighter jet, increasing how much money can be given to political campaigns, undermining years of work to make school lunches healthier, and even denying the addition of the sage grouse(bird) to the endangered species list for business interest. These were items added to a bill to decide our governments budget plan and do not belong. Obama needs to use his ability to enact an executive order for something the people want.
