BAN Arguing and Save the Lives of 3,509 fellow Americans

In 2011, according to FBI statistics, there were 12,664 murders, of which 3,509 were the result of some sort of argument. This is outrageous! I propose that a new clause be added to the First Amendment to ban arguing, just like saying "fire" when there isn't one. Our forefathers had no way to know back then, that arguing would lead to murder. Secondly, a new government bureaucracy needs to be created, such as the "Truth Department", that way if there is a disagreement a phone call can be made and the truth revealed. Third, if there are troubled souls that do argue, they need to be sent to a special rehab facility to learn the civilized and expected way to live. Then we can really save lives. Arguing is no way related to the human condition, it can be stopped!
