Ban assault weapons and a serious psychiatric test for weapon owners & anyone who lives with the owner.

I believe that weapon owners should be responsible for crimes committed with weapons they own. They should have to declare people who live with them and there should be stringent psychiatric tests given to gun owners as well as the people who live with them. As an example what happened in Sandy hook, that women should never have been allowed to own guns with an unstable son.
There is no reason to own machine guns or any kind of assault weapon. The United States has a well regulated army and the sentence in the second amendment was valid when there were cowboys and Indians. "A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed."
Ownership of weapons should be heavily controlled as in Japan.
