Congress should enact a plan to ban most military assault weapons at the Federal Level, while allowing citizens to own and use military assault weapons under each state's option for a state militia program. If a citizen wants to own a military assault weapon they can do so by registering through a state program administered by the state National Guard, monitoring the ownership and training of those weapons, and each citizen volunteer agreeing to partake in periodic training and citizen soldier program whereby if the state were attacked by terrorists or outside invaders, they would join the ranks of the state militia to fight. This would create a compromise between the gun control advocates and the 2nd Amendment protectionists and also provide a citizen defense force.
