Ban backyard dog and cat breeders. Only licensed breeders who care about their animals. Our government should have inspectors who care enough to not take a bribe. Surprise inspections to all breeders and stop the cruelty and abuse of all animals. Ban puppy mills nationwide, these are horrible places.
