Ban "bloatware" from mobile devices.

"Bloatware" is commonly installed by smart phone and tablet computer manufacturers to provide apps to the end consumer. However, such programs are unremoveable from the system, occupying limited and valuable memory on mobile devices. This prevents and discourages competition between software created by the manufacturer and third party applications. Innovation is this stalled in the fast growing mobile app marketplace, and this practice harms both small tech start-ups and end consumers by effectively limiting the number of choices a consumer may have as to what application to use for web browsing, gps navigation, and other common uses for these devices. The existence of bloatware thus compels consumers to purchase more expensive models with more memory to account for unwanted bloatware.
