Ban the breeding of dogs and cats for sale when millions are put to sleep in shelters annually.

I urge the federal government to enforce a ban on dog and cat breeding when millions of dogs and cats die in shelters annually. The Humane Society of the United States estimates that animal shelters care for 6-8 million dogs and cats every year in the US, of whom approximately 3-4 million are euthanized. It's estimated that 4 million dogs are bred in puppy mills every year. There are nearly 6,000 USDA-licensed commercial kennels in the U.S. That's just those that are licensed and doesn't account for the thousands upon thousands of illegal back yard breeders. Shelter animals (~25% of which are pure breeds) are overlooked because of pet stores and breeders. It is irresponsible and immoral for breeders to be making money off of the suffering of millions of animals.
