Ban cell phone use from all residential and commercial zones

Cell phones need to be banned from residential/commercial/non-freeway areas.

While using intellect, on open freeways when little traffic congestion exists, there is little distraction and there is no problem with cell phone use in these areas.

In residential or other non-freeway areas, even parking lots, people are committing "accidents" by mindlessly shifting lanes without being bothered to look. Our country needs a wake-up call to be cognizant and conscientious of others, especially as insurance costs have gone up thanks to mindless people causing these accidents because they couldn't park on the side of the road or plan their route from home. Their freedom to cause accidents shouldn't impede others' freedom to be able to not be handicapped or dead, and to drive dent-free cars.
