Ban cell phones in K-12 schools during regular school hours.

In an effort to eliminate distractions in the classroom, I propose that we enforce a blanket cell phone ban in K-12 classrooms for both students and teachers. Furthermore, I propose that we restrict cell phone usage to non-school hours. In other words, keep your cell phone in your locker and don't use it until after school.
