Ban commodities speculators from transactions where they don't take possession of the product, like OIL.

Re-institute the ban on commodity speculation unless that trader is taking possession of the commodity as was the policy in 2000. Pure speculators don't actually take possession of the oil they "buy" but drive up the prices for their own benefit and our detriment, grossly affecting our economy.
