Ban dog and cat breeding except for licensed breeders. And make all dog and cat breeders have a license to breed.

Ban the overbreeding of dogs and cats. Ban puppy mills and backyard breeders who do not care about the animals. Make all breeders be licensed and have regular inspections by people who care about the animals. Allow each state have only a small amount of licensed breeders. All breeders are required to have a yard and clean areas for their animals, no cages. Puppy mills are so cruel and dirty, they do not take proper care of their animals and many backyard breeders are good but many are uncaring also. Use our tax money to help panoply spay and neuter instead of killing good animals. This will cut down on the over crowded shelters. This would be a win - win situation for animals and people.
