Pass laws to ban the over breeding of dogs and cats except for licensed breeders. The licensed breeders should have to be licensed and inspected to ensure proper facilities for the dog and cats. This would reduce the numbers of dogs in shelters and the killing of so many good animals. This would save tax money spent on shelters and the many animals being over bred and dumped out, abused and left to die.
