To ban dog and cat breeding except for licensed breeders. This will lower taxes used for shelters and killing animals.

Please pass a law so that only licensed breeders can breed dog or cats, ban puppy mills nationwide. This will decrease the number of animals in shelters and reduce tax money used to kill good animals. Licensed breeders should be inspected and have a yard not cages for the animals to grow.
