Guns are dangerous so I can think of nothing safer than banning guns and giving everyone at least two swords and a handful of ninja throwing stars to defend themselves with. Of course the two swords would have to be carried on your back and could only be pulled out simultaneously. The ninja stars could only be thrown in groups of three in that backhanded throwing motion that ninjas do that looks cool.
