The Second Amendment was intended to allow a state or national Militia to own firearms. It was not intended to allow individuals to own firearms. A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
A collective rights theory of the Second Amendment asserts that citizens do not have an individual right to possess guns and that local, state, and federal legislative bodies therefore possess the authority to regulate firearms. How many more mass killings and shootings will it take before the federal government decides to ban and prohibit the individual ownership of guns and all firearms? Individual ownership of guns must be banned in the United States of America
