Ban Internet Cookies from Tracking Users

Recently it was revealed that Facebook's Cookie was tracking users Internet activity even while the user was signed out. That is a huge invasion of privacy and should be stopped. Though sites like Facebook are optional, other sites may leave such cookies on computers without the knowledge of the user. I believe that no entity should be legally allowed to track said behavior, unless the data collected is restricted to their own domain. I.E. Google.com may not track Facebook.com data and visa-versa without users opt-in.
