Ban the introduction of genetically modified life into the environment and hold those who do responsible for damages

Many farmers have been threatened invasive species of genetically modified crops introduced into the environment without any measures that would adequately protect their crops from being cross bread with said species. As a result Monsanto among others has accused farmers of illegally using their property (genetically modified seeds) without paying them for it. Monsanto has caused many farmers to suffer significant losses by suing these farmers for all they have. Additionally, the genetically modified plants have caused animals (such as those in Germany) to get sick and die. Therefore I propose that the patents be no longer enforceable once released into the environment. The owner of the patent should be held liable for its crossbreeding with other plants and damaging the farmers.
