Ban ISP home-internet data caps at places of residency where residents have no un-capped alternative.

Some places of residency are contracted to specific Internet Service Providers, some of which cap. Even in an area of serviceability by uncapped ISP's, this leaves the resident with no uncapped alternative. During times of move, few option of living may be available, requiring the mover to live in an area of capped internet service. The only other alternatives would be satellite internet, of which are capped or with speeds bellow modern use.

This lack of options, or consumer choice leads to negative economic impact in certain industries. In today's modern world, many people earn a living, or make large purchases with the requirement of large data exchange. This could be either for downloading or uploading large files for entertainment or business purposes.
