Ban the manufacturing, import and sales of live rounds for all type of firearms available to the public

The Second Amendment of the Bill of Rights deals specifically with the right of keeping and bearing Arms. But it does not address the issue of Arms being loaded at all times or at all. We petition the Administration to prohibit manufacturing, import and sales of live rounds for all types of firearms to the public. Blank cartridges may be excluded. All organizations whose primary purpose is defense and security of the State will be allowed to purchase live ammunition. Those among private citizens interested in the maintenance of their skills in case they could be called upon to protect the security of the State, will be allowed to practice at dedicated gun clubs.
