Ban Omnibus Bills, and require every bill to be read and understood before being signed by any representative or Senator

As Congress and the White House have both, often, expressed great problems with a desire to support some aspects of an omnibus bill while vehemently opposing other parts, and as so many have also expressed their dismay at bills coming up for a vote without proper consideration:
This is a petition to keep Congress Honest.
It makes absolutely no sense to have a "Representative" voting for bills they don't understand.

[frankly, the notion that we still need "representatives" is absurd]
