Recently the Toronto Council banned the sale of dogs and cats in Pet Stores unless those animals were furnished from shelters & rescue organizations.
From Carys Mills, The Globe & Mail: "Dogs and cats sold in Toronto pet shops must now come from animal shelters, rescue groups or people giving up animals for free. Toronto city council voted unanimously on Wednesday to make the changes, which aim to put an end to puppy and kitty mills."
This is designed to deter those who mass produce animals for profit and contribute to the over population and mass euthanization of dogs and cats globally.
To effectively address this still escalating issue, the policy must be adopted on a broader scale. Mandatory spay and neutering has shown to be insufficient to counter the problem on its own.
