Ban the production and/or sell of the 3-in-1 bullet also known as the R.I.P. bullet.

Reason for the ban mainly would be to keep the lethal bullet out of the hands of criminals, lone Wolf school shooters, and our already violent inner cities. The split design of this bullet would raise the chance of an artery being broken which almost always ends in death. Innocent bystanders and children's lives are threatened even further than it is now by regular bullets if this R.I.P. bullet is allowed to be produced and sold.
