Ban for-profit, corporate prisons.

Turning over prisons to private (or publicly traded) for-profit corporations leads leads to corruption and may be one of the reasons the United States has the highest incarceration rate in the world.

To be profitable and increase profits for shareholders, the privately run prison needs to increase revenue by increasing the number of inmates.

Further, to increase profits, inmates may be used as a cheap source of labor, thus competing for jobs and lowering wages.
