This provision will address the current "loopholes" that allow the Executive Branch to circumvent a vital checks-and-balances feature of our system of government.

It is vital that we reform this and any other policies that take American citizens in the direction of less government accountability, at a time when we need MORE. This is consistent with the letter and spirit of our Constitution to create policies that require "public servants" to serve our interests and not their own, whether they be political or ideological. We have the ability to be flexible, but certain processes should not be changed.
