Residential internet caps are the first step on the way to limiting internet access to the urban poor by pricing them out of the market. Smaller cities and towns often have one to two internet provider options meaning that consumer cannot effectively speak with their money by avoiding companies that cap internet usage. Most "cord cutters" will exceed the 250-300 GB limits placed on house holds and see their internet bills more than double. There is no credible information that indicates that internet providers are having issues with providing bandwidth to users that would denote the need for internet caps.
