Ban Russian spy flights over America per the "Open Skies Treaty" until they pass the treaty allowing US spy flights.

Since signing the "Open Skies Treaty" the U.S. has allowed Russian spy planes over American soil every year yet Russia is not willing to do the same. DOD has asked Obama to ban all future Russian spy flights but Obama has yet to do it. Russia needs to be more transparent, pass the "Open Skies Treaty", and allow U.S. spy flights if it wishes to conduct spy flights over American soil.
