Ban the sale and breeding of orcas in captivity.

Create a federal ban on the sale and breeding of orcas in captivity; and on the importation or exportation of orcas for any purpose.

Also ban any animal husbandry activities that directly contribute to the breeding of orcas in captivity - such as the collection, storage, and distribution of orca gametes or embryos.
