ban smoking near apartment complex, especially out in the balcony.

I always believed my rights end where others' rights begins. I have my right to open my window and get fresh air, but neighbors downstairs always smoke. She is welcome to smoke inside and keep the harmful air all to herself, but I don't want my health to get ruined by second hand smoking. Therefore smoking within/near and apartment conplex should be banned
