ban states from requiring fees or training to exercise our 2nd amendment right of concealed carry.

Our government should not be allowed to charge it's citizens, require training, or screen it's citizens prior to letting them exercise any of their constitutional rights. The United States Seventh Circuit Court of Appeals ruled that the ban on concealed carry in Illinois was unconstitutional as it violated our 2nd amendment rights. The state now is charging $150.00 to obtain a concealed carry license and requiring it's citizens to complete 16 hours of training (not included in the $150 fee) which includes requiring it's citizens to pass a shooting test where they fire 30 rounds at a target approved by the Illinois State Police and are required to hit the target with 70% of the shots. Constitutional rights are not something the government can approve on an individual basis or charge for.
