Ban Telemarketing Calls (other than non-profits) to both Land Lines and Cell Phone numbers.

We the People would like to see sales and advertisements, other than non-profits, in the form of telemarketing, banned from both cell phones and land lines. Considering the sales rates for telemarketers can be as low 4%, it benefits the telemarketers to continue to call phone numbers as many times as possible, often bordering on harassment. Even after a number has been put on the National No Call List, a phone number can still be bombarded with telemarketing calls. We the People would like this form of harassment to stop.
